Strategies and Scope of Work

Law Enforcement:
Problem: Drug, gang and violent crimes, especially those involving youth.
Goal: Reduce drug, gang and violent crimes in the Central W&S area, including Jefferson Terrace, Yesler Terrace and selected scattered federally assisted public housing complexes.
Objective 1: Identify and arrest individuals involved in dealing narcotics and violent crimes in the Central W&S area.
Objective 2: Increase police presence to reduce crime trends, including ride-a-longs with DOC.

Community Policing:
Problem: Drug, gang and violent crimes, especially those involving youth.
Goal: Reduction in drug and violent crimes in the Central W&S site
Objective 1: Police officers will engage in activities that get police out of their cars (i.e. bike and foot patrol).
Objective 2: Officers will engage in activities that build relationships with youth and address truancy.
Objective 3: Officers will actively participate in community meetings and problem solving efforts to address long-term crime and nuisance issues. Follow-up on police action items and report back to community. Coordinate involvement of additional police resources as needed.
Objective 4: Focus on community on hot spots and mini-marts.

Prevention/Intervention/Treatment:
Problem 1: Detrimental impact of illegal drug sales on area youth…
Goal: Reduce the availability of drugs.
Objective 1: Increase drug crime reporting by the community
Objective 2: Improve system wide coordination of education, social and health services to criminally involved youth and those at-risk of involvement
Objective 3:; Conduct Crime Prevention Education at Yesler Terrace

Problem 2: Low Neighborhood Attachment higher rates of juvenile drug problems, as well as higher rates of adult crime and drug trafficking, occur in neighborhoods where people have little attachment to the community.
Goal: Increase Neighborhood Attachment among community residents
Objective 1: Reduce effects of vandalism, especially graffiti
Objective 2: Educate youth about the effects of crime and consequences of criminal activity
Objective 3: Increase community and youth involvement
Objective 4: Insure safe, crime-free rental housing though good management practices.

Problem 3; Extreme economic and social deprivation, particularly among people of color.
Goal: Reduce the effects of extreme economic and social deprivation, especially among children of color.
Objective 1: Affordable, high quality care for every child and engagement of all youth in safe, constructive activities during out of school time with a focus on the hours from 3-6 pm.
Objective 2: Improve system-wide coordination of education, social and health services to criminally involved youth and those at risk of criminal involvement.
Objective 3: Provide summer work experience and remedial education for low-income youth with barriers to employment

Problem 4: Academic failure beginning in elementary school.
Goal: Improve academic performance.
Objective 1: Support transition from pre-school to elementary to middle school, and middle school to high school.

Neighborhood Restoration:
Problem 1: Struggling economic base and lack of job opportunities.
Goal: Improve neighborhood infrastructure to attract investment that will lead to expanded job opportunities, increased informal supervision of the neighborhood, increased ownership and reduced crime.
Objective 1: Involve community residents in neighborhood development.
Objective 2: Support neighborhood restoration activities by supporting implementation of the neighborhood plans.

Problem 2: Physical deterioration of property.
Goal: To increase resident livability and business productivity for target population by creating a clean and safe community to live, work and relax.
Objective 1: Support and involve community in neighborhood clean-up activities, such as graffiti and litter removal.
Objective 2: Support and involve community in business improvement activities.
