“Having a catalyst
like SNG is a concrete way of formalizing
and expand-ing the opportunities for Weed
and Seed and the community as a whole to
work more effectively together. These measures
require a good sense of fairness, what is
'doable,' how to respect the concerns of
all involved and yet get people to act.
Sometimes, Weed and Seed sites have achieved
similar levels of short term cooperation.
But being able to sustain such a focus without
a “we are going to work together strategist”
like the SNG is questionable.
“SNG are the people
who are constantly on the lookout and are
expected by others to see the opportunities
to work better together.”

a June 2002 evaluation entitled
"A Closer Look at Seattle’s
Weed and Seed Strategy: Making Neighborhoods
Safe for Community Involvement”
prepared for the Seattle Police
Department by John P. O’Connell
of Smyrna, Delaware.
